God created creatures and breathed into man from his soul (and I breathed into him from my soul) and everything in itself goes back to its original (indeed to God and to Him we return). He created him and then guided (or who created and created * and who was destined and guided) even though happiness for a person is a real matter, and these innate Sunnahs which are moral matters, necessitate his movement and his path to the position of true perfection. The desired perfection will not be his share. And that the rulings and laws of Sharia that are based on the innate nature are legal rulings and their status is based on the consideration of the street. If something is permissible in one particular Sharia and forbidden in another.

It is a form of no big deal in the face of a government that has the power, that sets laws, and controls matters, so it is surprised that all these rights are suddenly taken away, and all of its affiliates are expelled from the country, and with it the political, social and cultural means of power fall with it. Obviously, in all political systems there are those who do not like the style of government, the economic management, and even the legitimacy of the ruling state, but it is likely that these opposition elements are scattered and dispersed, and therefore it is really impossible to be able to overthrow the ruling regime. The study and knowledge of the method of scientists in any science is of great importance; What is more, knowing this method allows researchers in any field to learn how to use the resources of that field and to do research and study and critique the findings of other scientists - with the accepted method and method of that field. In the meantime, the methodology of jurisprudence is also noteworthy. In general, the study of the scientific behavior of jurists shows that there are two methods, individualistic and collectivist, the first of which, during the inference, pays attention only to the individual and his circumstances; But the second method considers the individual as a member of a society and also considers the complex relationships and conditions that govern the society. Therefore, the main question of this research was what are the similarities and differences between individual jurisprudence and government jurisprudence? The answer to this question, which was examined by descriptive-analytical method, confirmed that individual jurisprudence and governmental jurisprudence are similar in some areas, such as the same resources, and different in others, such as pillars and categories. Also, the research findings showed that considering the current situation and the formation of the Islamic government, using the method of governmental jurisprudence is preferable to individual jurisprudence; In a way that can provide the theoretical foundations of the state, government and Islamic civilization.

In Islamic government, the rules are based on religious and divine principles; so expecting such a society is religious behavior; therefore, it is expected of the rulers of this state to treat their own people - both in favor and in favor. - be based on religious orders; people are also expected to regulate their relations with the state on the basis of religious relations. On the other hand, one of the most important rights of the people is to obey his orders, to support him and to be kind to the state and the ruler. In Imam Ali's political thought, the legal relationship between the people and the state is a mutual and reciprocal relationship - and without any discrimination or duality - whether there is a right on either side of the relationship, so that both parties are obliged. Are to observe it. This study attempts to examine the mutual rights of the people and the ruler of the Islamic religion in accordance with the valuable doctrines of Nahj al-Balagha.
