Abstract

The welfare and reasonable comfort of the members of the society from the point of view of divine religions and the life of the wise is a necessary issue that the obligation of alimony of women and children on the father of the family, the obligation of religious aspects including zakat, khums and atonement on the rich and governments in order for everyone to enjoy reasonable welfare. It is a matter of evidence. In the meantime, with the spread of civilization and the invention and increase of living facilities and their role in providing reasonable welfare, the strategic question arises whether the provision of new facilities is obligatory on the head or the government? Achieving the answer to this question and stating the sentence requires the design of a rule entitled "Ensuring welfare", which can be deduced from all four arguments, including the book, tradition, reason and consensus; This issue has been examined in this study, especially considering the mission of governments regarding the specific conditions of sanctions and economic pressures on the one hand, and the unevenness caused by the Corona virus that has led to economic hardships.
